She was a former employee of Assumption High School Cafeteria. She was a member of Metro-East Womens Bowling Association, Auxiliary of Ancient Order of Hibernians and Affiliates of the Brothers of Mary. She served as Eucharistic Minister at Memorial Hospital and Notre Dame Convalescent Home through the Catholic Ministry to the Sick and Aged and was Eucharistic Minister at St. Teresa Church.

She was a member of Senior Citizens of Fairview Heights. She was preceded in death by her parents, John Clemintine, nee Goodard, Sayer; a brother, Albert 'Bud' Sayer and two sisters, Helen Mehring and Mary Voellinger. She is survived by her husband, Walter Charles Asbury, two sons, Walter 'Bud' Asbury, Jr. of Belleville and John Asbury of St. Louis, MO; a daughter, Mrs.

Alice Zagorski of Belleville; two sisters, Lillian McGuigan of Sonoma, CA and Anna Renner of Baldwin, IL; ten grandchildren and four great grandchildren. By MARTY HEIRES Of the News-Democrat EAST ST. LOUIS Work on a 900-acre industrial corridor in East St. Louis could begin in a month and be finished 16 months later, Mayor Carl Officer said Tuesday. Up to 1,000 jobs could be provided within five years by the $3.2 million project designed to retain industry in the corridor and attract new firms, Officer told reporters at a news conference in his office. As many as 250 construction jobs also will be created, he said.

The city this summer received a $2.3 million grant from the U.S. Economic in East St. Louis Development Administration. That figure was matched with $500,000 in city Community Development Block Grant funds as well as with $200,000 from both the state and St. Clair County, bringing total funding to $3.2 million.

Officer called the project the second most important economic development package of his administration. The most important, he said, was the railroad relocation project that includes More than 50,000 in state fail to register for the draft CHICAGO (AP) More than 50,000 young men in Illinois have failed to register for the draft, giving the state one of the lowest compliance rates in the country, Selective Service officials say. Col. Ronald Andreen, senior operations officer for Selective Service System Region III, said Tuesday that 431,009 Illinois men had registered as of Oct. 31.

That means 50,379 men in the state are violating the 1980 Selective Service law, risking a felony conviction, five years in prison and a $10,000 fine. Illinois' 89.5 percent compliance rate is 47th in the country. Nationwide, 94 percent of 9.1 million eligible men have registered, Andreen said. Compliance in Illinois ranges from about 75 percent for a few tiny counties to nearly 100 percent for other counties, he said. Men must register within 30 days of their 18th birthday.

About 90 percent of young men in Macon County in central Illinois have registered, officials said. Decatur Postmaster W.W. Miller said the county's compliance rate demonstrates "the kind of people we "It's a law-abiding county," he said. Compliance of nearly nine out of 10 may seem high, Andreen acknowledged, but "if we ever had a draft, the fact that one in 10 were not registered would mean someone would have to go in their place." Compliance is lower in states with large urban populations, but officials don't know why, Andreen said. Andreen speculated that people in the inner city may pay less attention to the news media.

The Selective Service System has had to rely mainly on news stories to publicize the law, he said. "Our budget is so restricted, we can hardly afford to do advertising," he said. Capt. H.W. Walls, region director, said Selective Service is now able to use government records to get Social Security and driver's license numbers to help find prospective registrants.

Officials send letters to eligible registrants and provide a form to complete and return. Young men can also register at post offices and Selective Service branch offices. A man who fails to register within 130 days is given some leeway, Walls said. soon as he's identified, we send him a letter and then he has 15 days to register," he said.
