Abstract: The Dianne Feinstein papers cover the political career of Dianne Feinstein (1933-2023) from her involvement in San Francisco politics during the 1960s; her election to the San Francisco Board of Supervisors in the 1970s; her tenure as Mayor of San Francisco during the 1980s; and her campaigns for the California governorship and the US Senate in the 1990s.

Audiovisual and born-digital materials are not available in original format, and must be reformatted to a digital use copy. Dianne Feinstein (1933-2023) was born and raised in San Francisco. She received her BA degree in history from Stanford University in 1955 and was a Coro Foundation fellow in San Francisco the following year. In 1969, she was elected to the San Francisco Board of Supervisors. She remained on the Board for nine years, becoming its first female president. In 1978, upon the assassination of San Francisco Mayor George Moscone and Supervisor Harvey Milk, she automatically ascended to the mayoral office. She was elected in her own right in 1979 and re-elected in 1983. As mayor, she led the city through the HIV/AIDS epidemic and overhauled the cable car system. In 1990, she made an unsuccessful bid for Governor of California, losing to Republican Senator Pete Wilson, who vacated his seat in the Senate to assume the governorship.
In 1992, Feinstein won a special election to fill the Senate seat which Wilson had left. With the election of Barbara Boxer to California's other Senate seat on the same day, California became the first state to be represented by two women simultaneously in the Senate. Feinstein won complete Senate terms in 1994, 2000, 2006, 2012, and 2018. While in the Senate, she was known for her work on gun control issues, spearheading the 1994 federal assault weapons ban. She also investigated the Central Intelligence Agency's detention and interrogation programs after the 9/11 attacks. During her Senate tenure, she was the first woman to chair the Select Committee on Intelligence and the Senate Judiciary Committee.
The Dianne Feinstein papers include materials from throughout her career in California politics. The collection covers her time on the San Francisco Board of Supervisors, her tenure as Mayor of San Francisco, her unsuccessful campaign for California Governor, and her election to the US Senate in 1992. Materials include official press releases, itineraries, photographs, newspaper clippings and articles, and a variety of audiovisual materials. Also included are Feinstein's notes on policy, drafts of speeches and articles, correspondence, itineraries, and appointment books. The bulk of the collection covers her time as mayor, although there is a substantial amount of audiovisual material relating to campaigns and elections. Materials provide a good overview of Feinstein's activities as mayor and supervisor, but are not exhaustive.

Record Group 1. City Supervisor
Record Group 1 contains materials relating to Dianne Feinstein's tenure as a City Supervisor in San Francisco. Feinstein served on the San Francisco Board of Supervisors from 1970 to 1978. At her election to the Board in 1969, she became its first female president.
Record Group 1 includes manuscript materials and photographs from Feinstein's time on the San Francisco Board of Supervisors during the 1970s, as well as some materials pertaining to her early career in politics during the late 1950s and 1960s. Materials include appointment books; speech materials; files on issues brought before the Board; constituent correspondence; and news articles and clippings.

Record Group 2 pertains to Dianne Feinstein's time as Mayor of San Francisco from 1978 to 1988. Feinstein became mayor following the assassinations of Mayor George Moscone and Supervisor Harvey Milk by former Supervisor Dan White on November 28, 1978. She won her own mayoral terms in 1979 and 1983. As mayor, she oversaw the rehaul of San Francisco's cable car system; reacted to the HIV/AIDS crisis at a time when much of the country ignored it; enacted gun control legislation to ban handguns; and led delegations to Asia and the Pacific Rim to increase trade.
Record Group 2 includes manuscript materials, photographs, audiovisual material and other files from Dianne Feinstein's tenure as Mayor of San Francisco from 1978 to 1988. Series 5 contains materials relating to specific policies enacted in San Francisco and issues that Feinstein was researching as mayor. The Disability Rights sub-series focuses on the Mayor's Council on Disability Concerns and actions taken around making San Francisco City Hall accessible. The sub-series on gun control covers the 1982 ban on handguns that Feinstein introduced. In addition to background research, materials about the drafting of the ordinance, and the opposition faced by the proposal, there are a substantial number of letters in support of the proposition. The sub-series on homelessness contains reports about the homeless population in San Francisco and research about homelessness around in major US cities.

Series 7 contains correspondence from Feinstein's time as mayor. In addition to constituent correspondence, there are also semi-personal letters from people Feinstein knew writing the Mayor's Office. Most of the series is made up of carbon copies of Feinstein's responses to letters with some incoming letters included. Correspondence is not inclusive of Feinstein's entire term as mayor.
Correspondence is arranged retaining the original order. Most constituent letters in 1980 were arranged alphabetically as opposed to chronologically, but in following years this practice seems to have ceased. The alphabetical order for 1980 constituent mail is retained in the collection, but afterwards is simply chronological. Series 7 is arranged into three sub-series:

Record Group 4 includes materials from Dianne Feinstein's political campaigns and elections at the city and state level. Each series represents a different campaign. Included are her runs for the San Francisco Board of Supervisors during the 1960s and 1970s; her successful and unsuccessful runs for San Francisco Mayor during the 1970s and 1980s; her unsuccessful run for California Governor in 1990; and her successful runs for US Senator from California during the 1990s. Materials include news clippings; position statements; audiovisual materials; campaign materials; and research materials.

Feinstein was elected to the San Francisco Board of Supervisors in 1969. By receiving the most votes in the 1969 election, she became the president of the board. She was re-elected to the Board in 1973 and 1977. Series 1 includes materials on her positions; news clippings from her campaign and election; and campaign finance materials from the 1973 and 1977 campaigns.

Feinstein ran for mayor in 1971 against Incumbent Mayor Joseph Alioto and civic leader Harold Dobbs. She lost the election to Alioto. Series 2 is divided into three sub-series: campaign materials, campaign outreach and press, and campaign finance. Materials in the series include research on opponents, speeches, strategy papers, polls, correspondence, press releases, position papers, and campaign financial disclosures. Also included are materials from Feinstein's fundraising efforts to address the financial deficit incurred by the campaign.

Feinstein won the Democratic nomination for governor in a primary election against California Attorney General John Van de Kamp. In the general election, she was defeated by US Senator from California Pete Wilson. Feinstein won the 1992 United States Senate special election in California to complete the unfinished term of Pete Wilson, who had defeated Feinstein in the 1990 California Gubernatorial election. She won against incumbent Senator John Seymour, who had been appointed by Wilson to replace himself. With Barbara Boxer's election the same day to California's other Senate seat, California became the first state to be represented in the US Senate by two women simultaneously. Series 6 is divided into four sub-series: campaign materials, John Seymour, news and media, and audiovisual materials. The series includes speeches, endorsements, research on policy, and background on John Seymour's record as Senator.
