Israel starts lobbying for easier aid terms By SAUL FRIEDMAN Free Press Washington Staff WASHINGTON Israeli officials, rankled over what they consider harsh terms in the military and economic aid package offered by the United States as part of the peace agreement with Egypt, have quietly begun an effort in Congress to obtain easier terms. But congressional sources, including supporters of Israel, warn that such a lobbying campaign could endanger approval of the present aid proposal, which now seems assured. President Carter is expected to send the aid request for 'Egypt and Israel to Capitol Hill next week. White House sources say the total request will amount to $4.8 billion, slightly less than the $5 billion originally estimated. THE BREAKDOWN is as follows: Israel is to receive $800 million in grants, to be appropriated by the Congress, for removal of their bases from the Sinai, plus $2.2 billion in loans for military aid, for which Congress will supply the 10 percent, $220 million downpayment required by law.
The Egyptians, likewise, are to get $300 million in congressional grants and $1.5 billion in military loans, with the 10 percent, or $150 million, appropriated by Congress. Thus, the president has told budget officials and members of Congress that the aid package will end up costing taxpayers $1.1 billion $800 million for Israel and $300 million for Egypt. The additional $370 million in down payments $220 million for Israel, $150 million for Egypt plus the loans, will eventually be repaid. The president, according to congressional sources, in addition to emphasizing America's relatively small financial commitment, has said in tough language that he does not wish to grant Israelis the favorable loan terms they have had in the past. UNDER CURRENT law, Israel gets $1.8 billion yearly in military aid, supposedly in the form of credits or loans to be repaid with interest.
But Congress has "forgiven" more than half this amount during the last two years and Israel has received $1 billion of the aid, each year, as grants. Furthermore, Israel in the past has received "concessionary loans" from the United States. This means it gets interest rates of five percent or less, although the federal government pays higher rates to borrow the money it lends to Israel. This time, according to lawmakers who have spoken with the president, Carter insisted that the aid package be limited to what he intends to request, that it contain no "forgiveness" provisions and that Israel pay the current interest rates of between nine and 10 percent. Israeli officials, including Defense Minister Ezer Weizman and Foreign Minister Moshe Dayan, protested the terms last week in their talks with Secretary of Defense Harold Brown and Secretary of State Cyrus Vance, American authorities said.
AMERICAN officials, led by the president, remained steadfast, these authorities said, citing the flinty hostility to spending in Congress, even for an Isr treaty, if the cost seemed too high. Israeli sources here acknowledged that Carter had set strict terms "mostly because of American economic problems and the current mood toward spending." But one Israeli source suggested that Carter, in insisting on tough loan terms and reserving the possibility of easing them in the future, retains "some leverage on Israel the coming negotiations with Egypt." Egyptian President Anwar Sadat, in talks with lawmakers, asked their help in Israel's position" in the negotiations on the Palestinian issue. And Carter had made it clear he intends to keep pressure on the Israelis to negotiate in good faith. Nevertheless, a source on the Senate Foreign Relations Committee staff said, "Israel's close and reliable friends" on Capitol Hill and throughout Washington "have expressed their concern about the possibility in protecting Israel from military threats, he may be straining her economic system to the point of ISRAEL OWES various creditors around the world about $8 billion, including more than $4 billion to the United States. This is being repaid to the federal treasury at an annual rate of about $400 million.
The debt and repayment are helping to fuel Israel's current 40 percent inflation rate, which seems certain to increase with the new American loans and grants. That will make it even tougher for Israel to repay its debts. As a result, Israeli supporters, congressional sources say, have suggested that Congress authorize the aid package so that it permits the forgiveness or cancellation of part of the loan at a later date. "That could cause trouble," said: a senior Senate committee staff member, "because forgiving part of the loan, converting a loan into a grant, or lowering interest rates means spending more taxpayer money. "If there are serious suggestions of such a possibility, those opposed to spending any money for an agreement could chip away at the president's request and that could produce a momentum against the aid package." The staff member noted that at least one poll has shown voters are skeptical of the peace agreement and opposed, by a 2-to-1 margin, to spending American money on the agreement.
"Many congressional offices are reporting a surprising number of letters in opposition to the aid package. It may be one of the toughest foreign aid fights we've had in a long time."
